How to calculate weighting from prioritization matrix? [closed]

How to calculate the weighting of each factor from this prioritization matrix? The $+$ is considered to be $+1$, $-$ as $-1$ and $0$ as $0$.
I am unable to understand which lines are to subtracted for each factor.
This is my first time posting here, so let me know if I should add some more information.
